Imagine China identified a glacier, mountainside or geological system already close to catastrophic failure and discovered that only a relatively small external disturbance was required to trigger it. Such a capability wouldn’t need to create the enormous energy of a flood, landslide or earthquake—the natural environment would provide that energy.
